For the development of the Dudley Square Municipal Office Facility, and following the requirements of the Commonwealth of Massachusetts, the City of Boston has chosen a project delivery method known as CM at Risk. This allows the City to engage a construction management firm relatively early in the design process, to gain the builder’s expertise during design development. This is expected to reduce or eliminate cost and schedule overruns.

In October 2011, the City commenced pre-qualification of interested construction management firms, and in January 2012 announced that it had chosen Shawmut Design & Construction. The Shawmut team was chosen from a field of four firms that submitted proposals: Shawmut Design and Construction, Dimeo, Gilbane Building Company, and Walsh Brothers. The selection was based on overall experience, qualifications of the team, relevant experience, capacity to manage the project successfully, and price.
